The partnership unites academic research, policy dialogue, and entrepreneurship to honour Governor Mutebile’s legacy and strengthen Uganda’s private sector.
Makerere University and the Tumusiime Mutebile Foundation have signed a Memorandum of Understanding to advance the Emmanuel Tumusiime Mutebile Centre of Excellence for Private Sector Development — formalising collaboration between academia, policy actors, and the private sector.
The initial five-year agreement brings together Makerere’s research expertise and the Foundation’s commitment to advancing the legacy of the late Governor Emmanuel Tumusiime Mutebile, a proud Makerere alumnus and architect of Uganda’s economic reform era.
A shared vision
Rt. Hon. Amama Mbabazi, SC, Chairman of the Foundation, noted that Uganda’s future prosperity depends on a competitive private sector and the country’s ability to nurture innovation, entrepreneurship, and sound policy.

Makerere’s commitment
Deputy Vice Chancellor Prof. Sarah Ssali reaffirmed the University’s commitment to hosting, resourcing, and championing the Centre, and to working with the Foundation to attract additional partnerships that strengthen its impact.
The Centre is expected to serve as a hub for research, capacity building, entrepreneurship support, and policy engagement — nurturing the next generation of Ugandan entrepreneurs and economic leaders while honouring Governor Mutebile’s values of policy discipline and intellectual seriousness.
